EC Enterprise: Not receiving Data on BL17 when Batch and Date filters are used

Problem: User could not get results from BL17 using the batch code and bill entry date filters.

Resolution: ECAP has an issue with the way it is handling the date filters. User will need to use the BETWEEN operator with the date filter.
