Actual Cost and use in CAP reports don't agree with the BILL reports for the same period

BILL reports pull the data from the utility bill database in EnergyCAP.  For example, when you run Bill 08 report for Jan-Dec 2009, the report includes all of the actual bills for that 12-month period.  This is the best way to see actual energy cost and usage for any time period.

If you run a CAP report for the same Jan-Dec 2009 period, you may see lower values in the actual cost or actual use columns.  This is because CAP reports only include bills LATER THAN the Savings Start Date for each meter. In order words, bills for the baseline period, or prior to the baseline period, are not included on CAP reports because they have no cost avoidance values associated with them because they precede the beginning of the savings (performance) period.  Only bills that begin later than the Savings Start Date are included in the CAP reports, regardless of the billing periods specified in the report filter.
